Dr. Smith brings to Carney over 30 years of experience consulting with public and private sector organizations to improve the performance of individuals, teams, and enterprises. His expertise is in performance analysis and evaluation, instructional systems development, human factors engineering, business process engineering, organization development, and change management.
Most recently, Dr. Smith worked with the U.S. Office of Personnel Management’s Training and Management Assistance (TMA) Program where he was responsible for the transformation of the TMA organization, business processes, and systems infrastructure as annual new funding and revenues increased. TMA annual new business funding increased from $27M in FY02 to approximately $800M after Dr. Smith began providing support in January 2003. Dr. Smith’s additional responsibilities at TMA included the capture of new business opportunities, diagnosis of customer performance issues and formulation of effective solutions, and management of TMA relationships with its customer agencies and commercial partners.
