Department of Homeland Security (DHS), Federal Acquisition Institute (FAI), and Carney, Inc. Win at the 9th Annual Horizon Interactive Awards Competition

Indianapolis, IN USA – May 1, 2011 – The Horizon Interactive Awards, a leading international interactive media awards competition, announced the 2010 award winners to highlight this year’s “best of the best” in interactive media production.
The Department of Homeland Security (DHS), the Federal Acquisition Institute (FAI), and Carney have been recognized for excellence in training with a Bronze award for the Government Agency COTR Refresher training.

The Contracting Officer’s Technical Representative (COTR) Refresher training is an eight-hour, 508-compliant web-based course offering learners a performance-based environment to apply and practice the COTR's authorities, duties, and responsibilities. Module One, Bridging the Gap, utilizes a game format and scoring mechanism developed around the four phases of a contract: pre-award, post-award, contract management, and closeout. Threaded throughout the game are procurement ethics scenarios at each phase of the acquisition life cycle. Feedback to the game questions includes graphics illustrating and emphasizing relationships while animations reinforce dynamic processes, relationships, and motion-related content. Module Two, COTR Contract Administration, presents a situational learning environment utilizing 10 exercises based on a service contract. In this case-based module, highly interactive exercises focus the learners on applying a variety of methods to complete the analysis and evaluation required throughout the contract phases. Feedback exploits Carney’s rich multimedia capability, including text, audio, graphics, and animation.
The ninth annual, international competition saw over 1000 entries from 22 countries around world including: Argentina, Australia, Canada, China, Czech Republic, Egypt, France, Germany, Egypt, Hong Kong, India, Malaysia, Mexico, Netherlands, New Zealand, Philippines, Poland, Singapore, Spain, Switzerland, Turkey, UAE, and the United Kingdom, and nearly all 50 of the United States of America. An international panel of judges, consisting of industry professionals with diverse backgrounds, as well as an end-user panel evaluated 37 different categories ranging from online advertising to mobile applications. The 2010 winning entries showcase the industry’s best interactive media solutions including web sites, CDs and DVDs, online ads, video, mobile applications and more.
